How do I get skills in Grand Blue?

Grand Blue skills can be reported quest rewards, enemy drops or crafted-ammunition unlocks. Start with the source below. A dropped weapon, a skill scroll and an equipped ability are different things to check.
These are public guide reports reviewed by Grand Blue Atlas, not independently reproduced unlocks. Rates and upgrade formulas are omitted because we have not tested them.

Location conflict: this guide places Scratch in Maple Village; the September 8 weapon report places Scratch and Grab in Clown Town. Confirm the NPC nameplate before travelling to farm. We have not resolved the island discrepancy.
King’s Punch: reported Sushi stages and requirementsStrong Punch: Officer Graves tutorial
The September 7 Anchor Town tutorial report describes this sequence:
- Find Officer Graves in Anchor Town and accept the tutorial.
- Follow the marked dummy and current quest prompts for attacks, dash and block.
- Turn in the completed quest, then find and use the Strong Punch skill scroll.
- Equip the unlocked skill and check that the ability appears on your hotbar.
If a dummy is not counting, check the highlighted target and active objective before repeating more attacks. If the scroll is missing, check whether the tracker still asks for a turn-in. Current dialogue takes precedence over this reported sequence.

- No unlock message
- Separate a missed random drop from an unfinished quest. A single unsuccessful run cannot establish that an item was removed.
- Unlocked but absent from the hotbar
- The skill report points to ability storage in the character/inventory screen after a dismissed equip prompt. Compare the stored name with the reward message.
- On the hotbar but unavailable
- Read the skill’s weapon requirement and any visible resource or cooldown message. Record the exact message instead of assuming the skill is broken.
For a useful correction, keep the exact skill name, target NPC, island, quest stage and current menu wording. Never include account credentials. Send a correction if the documented source differs.
Skill questions
Why are my Grand Blue skills not working?
Check whether the skill is unlocked, equipped on the hotbar and compatible with the weapon you have drawn. A weapon in your bag is not proof that a separate skill unlocked.
Is Strong Punch the same as King's Punch?
The guides report different quest rewards: Strong Punch from Officer Graves and King's Punch from Sushi. Follow the quest name in your tracker.
